Summary of the PCC Meeting held on 17 November 2014

St Michael and All Angels, Headingley
Summary of the Parochial Church Council Meeting held on 17 November 2014,

Present: Revd Tony Whatmough (chair); Rebecca Crowson; Ann Dudzinski; Ben Ellis; Jane Ferguson; Nick Gough; Malcolm Heath; Cefin Lewis; Janet Lewis; Ashley Marshall; Alan Parker; Joan Penter; Luke Verrall
Apologies: Felicity King; Pippa Clayton; Deryck Piper
In attendance: Revd Tom Lusty attended for item 4.
Proposed boundary changes (St Chad’s): TL explained the background and rationale of the proposed transfer of the Bodington Manor development to Adel parish. The proposal was mission-focused, and had been agreed by St Chad’s and Adel PCC’s. PCC upheld the proposal unanimously.
West end of church: Plans drawn up by Richard Crooks were circulated. It was agreed that the proposals should be presented to the congregation after morning service on 30 November; feedback would be invited for consideration by PCC on 21 January; a further consultation with the congregation would be held in February with a view to PCC making a decision to proceed on 3 March, to be reported to the Annual Meeting on 19 April.
A decision to proceed, if taken, would be conditional on detailed costings, a faculty, and funding-raising. Richard Crooks was confident that grant funding could be contained to cover much of the cost (estimated at £88k), on the grounds that the modifications would benefit the local community; diocesan advisors had been of the same opinion.
Team Rector’s comments: A new priest (Heston Grunewald) had been appointed to All Hallows: the date of licensing had not yet been fixed. He will in due course be involved in services at St Chad’s and St Michael’s. Headingley Council of Churches was to extend to include All Hallows.
TW would produce a rota for the circulation of the posada advertised in the pew leaflet.
It was agreed that a large communal greetings card, which everyone could sign, should be situated in church for Christmas: savings on the purchase of individual cards could be donated to charity: Crisis at Christmas was agreed for the current year.
Arrangements for the Christingle service were in hand.
TW had been appointed chair of Headingley Neighbourhood Plan.
The diocese was organising a communications training day in January: anyone interested should contact TW.
Treasurer’s Report: A written report of receipts and payments to 31 October 2014 was received. A year-end deficit of £12k was predicted, and it was noted that a continuing deficit on this scale would exhaust reserves within 11 years (assuming no major capital expenditure).
Shire Oak School: The reception class was full; the new deputy head was working well with the staff team; year 6 SATs were much improved. The Christmas carol service would take place in church on 17 December.
AD had completed her term as governor.  She was willing to serve another term and was elected unanimously.
Fabric Report: The Churchwardens presented a written report. The clock face had been damaged (presumed weather related). The diocesan Environment Officer had advised on environmentally friendly options for replacing or modifying the heating system in church. Anti-climb paint had been applied to downpipes on the south side of church to deter lead theft. Council pest control had attended to deal with rats in the churchyard. Local councillors have been asked to assist in ensuring regular refuse collections from church.
Problems with the electrical system in the Parish Hall had come to light. The system had been made safe, but extensive work would be needed. David Simpson had provided assistance and advice; estimates for the work are being obtained.
PCC Committee Reports: Worship Committee had reviewed all-age worship, and sampled settings for Advent.
